Message From the President

by John Ancona, President

Changes are happening on Tour 2 and 3, and Tour 1 on the FSM 100’s.  Management has informed the union it will repost all bids on Tour 3 and abolish and excess all bids on Tour 1.  Their plans also include changing the start times up to three hours on Tour 2.  After several meetings we were able to negotiate a 4/10 program for the FSM 100’s.  The Local Agreement gives management the right to make changes in a section, of more than two hours, when the whole pay location and section is moved.  On Tour 2, employees were given option letters.  If they agree, they will move the three hours and retain their same days off.  If they choose not to accept the new hours, they become unassigned and are assigned to any residual assignment.  Tour 3 will be reposted.  There are no retreat rights to Tour 3, when all jobs are reposted in a section.  Tour 1 will be abolished and all employees will be excessed from the section.  If any Tour 1 bids are posted in the FSM 100 section, those employees will have retreat rights based on seniority.  We negotiated a 4/10 program to give employees a different option to bid, instead of the normal 8 hour day. The 4/10 in the FSM section will have consecutive days off.

Management notified the union of changes at the South Denver Annex and a meeting was held on June 03, 2015.  At that time Mark Talbott informed the union of his intentions to merge the South Denver Station employees to the University Park Station.  After several meetings it was decided that a new Memorandum would have to be written, stating if there would be separate sections or would the South Denver Annex and the University Park Station become one section.

To protect seniority, it was decided that the two stations would become one section. The memorandum reads:  The APWU and USPS agree to the following changes in the local Memorandum of Understanding Due to the Consolidation of the South Denver Annex operations into University Park Station operations EFFECTIVE June 27, 2015.  Regarding Art.4.a.b.c. Formulation of Leave Program, Art.13-Holidays, Art14-Overtime and Art. 18 Reassignments, the merged University Park Station / South Denver Annex facility will be considered one section when needed. Overtime work for regular full time employees shall be scheduled among qualified employees.

PSE OPTS For June 2015

by Lawanda Davis, Administrative Aide

The PSE OPTS for June 2015 were cancelled because the report times were wrong.  I don't believe it's fair to award these bids and then make changes to the report times later because someone senior might have Opted for the bid, if the correct report times were on there. I apologize for any inconvenience this might have caused. They will be corrected and posted in July 2015.  If you have any questions, feel free to call me at 303-365-1524 ext 24.

This Is The Way I See It

by Monica Lipscomb, Steward

The temperature in the plant this week has been HOT.  On Wednesday the union office was told that the contractors were working on the cooling system and it would be fixed by Friday, June 5, 2015.  It was not fixed and is incredibly hot!  We heard the chiller has been broken since fall of 2014.

On Sunday a PSE passed out in the cafeteria at 1600, lunchtime.  Two of her friends stayed with her throughout their lunch.  It took 17 minutes for the fire department to arrive, followed about five minutes later by the ambulance.  They got the employee and he/she was escorted out of the cafeteria by 1629, just in time for everyone to return to their machines.  The two friends that assisted the fallen PSE were also leaving the cafeteria without ever taking their lunch.  Management didn't even consider allowing the two women to have a "real" lunch.  Rude.

There was a threat made in the AFCS area.  Tour 3 clerks are having issues.  The first time I heard of this was on Sunday, June 7, 2015.  Of course there are no people scheduled to run the mail on Sunday.  It seems like a very volatile area right now with a great potential for  violence, according to the statement I received.  Management said it was handled.

Also in the AFCS area, a SDO made an off color joke about a deceased colleague not coming back to supervise at the plant, totally enraging a clerk.  He tried to explain to me what he meant, REALLY?

Major BULLYING has been occurring, with management doing the bullying.  I have no reason not to believe the PSE that is being bullied.  The SDO and MDO involved are notorious and so another grievance must be written, and filed.

Another male supervisor put his hands on another PSE.  This occurred in front of three other supervisors, two APWU stewards and two other PSE's.  Shameful behavior!!  This same SDO made a PSE move seven pie racks from the main workroom floor to the west wing, by himself, which is a considerable distance.  The regular clerks were telling him not to do it, but he did not want to disobey the SDO.  This happened Sunday.

A PSE was sent home on Sunday, June 7, 2015, because she only brought a doctors note instead of a light duty packet, because the doctor does not want her lifting more than 20 pounds.  How would a PSE know what to bring?  A doctor's note should have provided temporary accommodations for a day or two.

The BMEU, need I say more?  No one is perfect but the supervisors down there need an intervention.  What are you waiting for?

Then the PSE scheduling:  10 hours on Sundays, six hour days the rest of the week, one day off, not even a 40 hour workweek, but nothing is being done fairly or by seniority.  Some of the PSE's had to find babysitters on a Thursday for the Saturday that the schedule changed.  The worst thing that management did was give them all regular SDO's for as long as two years, only to change them and give them a 40 hour work week only to then cut the hours back to 31-32 hours, and make them suffer financially.

There is broken furniture in all the break rooms, except maintenance.  The SDO of Registry, 291 and Express Mail retired and those units didn't even know.

It has been hard in the plant for a long time.  We are all wondering if you care?  Is anything going to change in the last days of the post office, or will it continue to be like this?
