Extensive Additional Testing
Has Not Detected Any Anthrax
 USPS News Bulletin Released March 15, 2005

The Department of Homeland Security (DHS) says extensive additional testing of samples from two Department of Defense mail facilities in the National Capital Region has not detected any anthrax. The agency said it hoped to have definitive results in the very near future. DHS noted that no positives have been detected in the Postal Service mail system or at the Pentagon itself. The Postal Service has conducted extensive testing of its Washington, DC, V Street government mail processing unit and expects test results tomorrow. In an abundance of caution, the Postal Service closed the V Street facility last night and offered short-term antibiotics to employees. Azeezaly Jaffer, USPS Vice President for Public Affairs and Communication, said, “The health and safety of our employees remains our highest priority.” Initial samples from the two Defense Department facilities indicated the possible presence of anthrax. Additional, more comprehensive testing of those samples is underway, DHS said. The Department of Homeland Security said it has not received any reports that any individuals have anthrax-related symptoms.

Action on Postal ‘Reform’
Legislation Expected Soon

Legislation to overhaul the Postal Service is on track to be presented in the Senate soon, and discussions between the White House and the Senate and House committees with jurisdiction are ongoing.

The major issues of concern to APWU that are under discussion are:
1.          Whether the Postal Service will continue to be responsible for the retirement costs for military service of USPS employees (no other federal agency pays these costs);
2.          The release from escrow of approximately $70 billion that the Postal Service overpaid to the Civil Service Retirement fund;
3.          Weakening the limits on excessive “worksharing” discounts that were adopted by the Senate committee last year;
4.          Restrictions on USPS authority to increase rates;
5.          Changes to the pricing and classification of single-piece parcel-post mail that could force the Postal Service to discontinue providing the service; and
6.          Reductions to compensation for employees who are injured on the job.
In addition, the following anti-union proposals have been circulated, but have not been accepted by the sponsors of the legislation:
7.          A request by the USPS Board of Governors and the Postmaster General that would require the union to negotiate for benefits – such as healthcare and retirement – that are currently guaranteed by law; and
8.          A proposal that would require arbitrators to factor into their decisions on postal worker contracts a selective set of economic criteria (such as the Postal Service’s “present financial health”) that would virtually guarantee that the wages and benefits of postal workers would be eroded.
APWU is engaged in the discussions to resolve the outstanding issues. However, items 7 and 8 are viewed as destructive, anti-union amendments. Their consideration would require the APWU – and perhaps other postal unions – to use all of our resources to defeat this effort at postal “reform”.
 
PARS Delayed Indefinitely –
USPS Resumes Posting CFS Bids

As we previously reported, the implementation date of PARS continues to slip into the indefinite future, and the true adverse impact of PARS on CFS staffing remains unknown. Based upon recent discussions with the union, the Postal Service has agreed to resume posting vacant duty assignments in the CFS operation. Although nothing is certain, we believe employees who choose to bid into the CFS operation can feel reasonably secure that such duty assignments will remain stable for at least a couple of years, and perhaps longer. Several years ago, when PARS was first proposed, the union agreed to suspend the posting of vacant CFS duty assignments. Career CFS staffing declined to the point that nearly half of the current employees are non-career (casuals or TEs). The union’s policy was based on the best available information at the time that PARS implementation was imminent, and that it would have a drastic adverse impact on staffing. However, time has revealed that this information was incorrect. We encourage all APWU employees with the necessary skills to give strong consideration to vacant CFS duty assignments. We will pass along any information relative to PARS implementation as soon as it becomes available.

AMC Update – Express Mail and Registry Operations May Move Soon

We have received notice from postal management that the Express Mail and Registry Operations at the Denver Airport Mail Center may be moved to other facilities in the near future. These changes should occur by no later than July 2005. This is part of the overall process of restructuring AMC’s nationwide. The Postal Service has a goal of downsizing and/or eliminating all 80 Air Mail Centers as soon as possible. The Denver Metro APWU is working closely with Tom Lujan relative to proposed changes at the Denver AMC. Our goal is to allow all impacted employees to move with their current duty assignments to new facilities whenever possible. We are currently in discussions to ensure this happens with regard to the re-location of the Express Mail and Registry Operations. We will keep you informed as this issue moves forward.

The Colorado/Wyoming District Retirements Unit will be presenting retirement seminars on the dates listed below for employees within three (3) years of retirement eligibility. These seminars will be held at the times and locations designated below:

Foot Posture and Low Back Pain

Low back pain is a problem and your feet could be contributing to your sore feet. Our backs can be affected by our feet in several ways:

1.          Poor foot posture can affect the alignment of the lower limb and put more stress on the back of the knees.
2.          Working on concrete or any hard surface increases the shock forces through the body.
3.          Poor quality or worn footwear doesn’t properly support the feet.
The foot is a very complex structure with 26 bones, 33 joints, 107 ligaments and 19 muscles. It takes all sorts of abuse, with very little attention or care. Flat feet (fallen arches) is a common problem and it is estimated that 40% or more of the population is affected. A flat foot is when the inside or medial arch of the foot flattens out. When this happens, weight is shifted towards the inside of the foot changing the alignment of the ankle, knee and the leg. With this change in alignment, the pelvis will tilt sideways, pulling the spine into a “s” curve or scoliosis. This increases the strain on the back. Especially if your job requires standing or walking. If you stand on hard surfaces, the stress is magnified.

If you suspect a problem, get it checked out by a person qualified in this area. They will assess your foot posture and, if indicated, make a support for your foot, called an orthotic. The orthotic supports your foot in the proper position resulting in better alignment of the legs and the back. And remember, even if you don’t have any pain in your feet, you could still have poor posture, which is contributing to pain in your knees or back.

Local Negotiations Coming Up Soon

As you should know by now, we will soon enter into national negotiations for our next union contract. Assuming this process concludes without arbitration, national negotiations would be followed by local negotiation for our Local Memoranda of Understanding (LMOU). Each installation has an LMOU covering a number of items listed in Article 30 of the National Agreement. These include sections for overtime, holidays, bid annual leave and reassignments, and many other topics. If you have ideas relevant to one of the twenty items included in your LMOU, please contact us and share them so we can bring them to the bargaining table next year. We can never guarantee that management will agree with any idea that we bring forward, but we need to know what our members want so we can set our negotiating priorities. Thank you in advance for your input.

Update From Sri Lanka

As you may recall, Denver Metro APWU member Robert Bueno-Dominguez volunteered to travel to Sri Lanka to help re-build in the wake of the devastation caused by the tsunami. Here is the first message we have received from Robert since his arrival in the area:

“I just wanted to let you all know that I am in Galle, Sri Lanka. It is Wednesday, March 16th around lunchtime. It must be the middle of the night where you all are. The level of devastation to the area is quite indescribable. There are many homes and businesses that are completely, leveled, and down the street, some are untouched. There are many broken up fishing boats still sitting on the coast. As a result, there are hundreds of people that are living in tents for the time being. It is a race against the clock for those living in tents, as the monsoon may cause further damage.

In the past day, I have become oriented with the type of work that will be done. There are 40+ people in the group I am working with. There are a few different work sites that we will be working on in the next two weeks. Yesterday, we did removal of existing foundation where past homes were sitting. At another site we were making mortar for the masons. Later in the day we visited an orphanage where some children that were displaced from the Tsunami. These children were very precious and really enjoyed the attention given to them.

On a lighter note, Global Crossroad will be handing over the first completed home to a family that was victim to the tsunami later this afternoon. I was told that priority of the donation of homes is going to those who have lost family members. There are currently seven homes under construction and 12 homes are planned to be finished by the end of March. The Sri Lankans are some of the friendliest people on earth, and have very positive attitudes. Amazing considering the devastation they underwent. I am taking as many photos as possible, and I will share them with you when I return. I will be sending you all another update as soon as possible."

Maintenance Transfer Opportunities

Based upon recent discussions with postal management, we are reporting that there are excellent opportunities to request transfers into custodial vacancies in the Maintenance Craft. Management has agreed to give liberal consideration to all such transfer requests. This is a golden opportunity for current Denver District employees to get a foot in the door at the ground floor of the fastest growing craft within the APWU. Once in the Maintenance Craft, employees are eligible to apply for promotions into more skilled, higher level maintenance positions. If you have any interest, now is the time to contact management and submit your application to transfer. Please contact Maintenance Craft Director Miguel Salazar or Executive Vice-President Gary Scott with any questions about these opportunities. Good luck!

Transportation Staffing at Critically
Low Levels – Subcontracting Looms Large

Staffing levels of qualified drivers are at critically low levels. This situation is putting enormous pressure on existing employees with regard to overtime and holiday scheduling. We are engaged in ongoing discussions with management regarding this situation and we are doing everything in our power to encourage hiring. We believe hiring more drivers presents the only realistic and effective solution to this crisis. Unfortunately, management appears to be studying more subcontracting as an alternative to increasing staffing. We always have been and remain adamantly opposed to subcontracting our transportation work. We believe it is always best to use dedicated, career postal employees to transport the mail. We will continue to push for more hiring and strenuously resist any efforts to contract out our work.
